Just insert a "compliance device" inside peoples necks. When activated they cause temporary paralysis by interfering with the brain / spinal column voluntary motor systems. When deactivated this affect goes away. Each one is registered with it's own unique ID code. Basically you could single out groups of people to affect or not. Thus allowing doctors, firefighters to still operate. Ideally in any threat you would just disable everyone other than the armed forces. this way they could scour the area for anyone moving. Anyone seen moving would be considered a hostile threat, and terminated on the spot. A further sweep could be issued and anyone found to be pretending to be paralysised could be terminated on the spot as they obviously don't have an implant, and naturally if you don't have an implant you must have something to hide.

Again, if you're found not to have one, the penalty is death anyway, so you're just summarily executed on the spot. This will protect the police, and the public from any danger if that danger could be dealt with immediately.
